The visit of a delegation of the Pension Fund of the Russian Federation to the Kingdom of Spain for a seminar of the International Social Security Association (ISSA) on April 9-12, 2013

A PFR delegation led by PFR Board First Deputy Chairperson L.I. Chizhik attended an international seminar of the ISSA European network entitled, “Collection of Contributions and Measures against Social Security Frauds”, in Madrid in the period from April 9 till 12, 2013. The primary objective of the seminar was to review keynote aspects of discipline of the payment and collection of contributions, tax evasion, frauds in the collection of contributions, and methods counteracting social security frauds.

The seminar highlighted the following issues:

  • Key matters and trends in discipline of the payment and collection of contributions. The sides took notice of latest trends in administering, norms, automation, standards and efficient practices. Besides, there were a presentation and a debate on ISSA guidelines for discipline of the payment and collection of contributions.
  • Tax evasion and frauds in the collection of contributions with a focus on preventive measures and technical dimensions, including information and communication technologies
  • Broader measures against social security frauds, including benefit administering and personnel accounting. An emphasis was put on methods allowing entities to improve prevention of frauds in the assignment of social benefits and services, especially interdepartmental cooperation in various spheres of social security services

As a part of the PFR delegation’s visit to Spain, PFR Board First Deputy Chairperson L.I. Chizhik met with Spanish National Social Security Institute (INSS) General Director Maria Eugenia Martin Mendizabal to discuss bilateral cooperation and fundamental areas of the development of the Spanish social security system. The sides exchanged opinions on social security in their countries and agreed to establish business contacts in various areas of operation of their organizations.

Chizhik also met with Russian Ambassador Extraordinary and Plenipotentiary to the Kingdom of Spain and the Principality of Andorra Yu.P. Korchagin in order to discuss the provision of pensions to persons residing in the territory of Spain and other issues of mutual interest
