Starting from 2016, maternity capital certificate holders will be permitted to spend the funds on goods and services supporting social adaptation and integration of children with disabilities. President Vladimir Putin has signed a relevant federal law, which will take effect on January 1, 2016.
Under the law, maternity capital can be used to compensate for the purchase of goods and services permitted for circulation in the territory of the Russian Federation for social adaptation and integration of children with disabilities in accordance with an individual rehabilitation program elaborated by a socio-medical assessment body.
The list of goods and services for social adaptation and integration of children with disabilities and the rules of investing maternity capital in goods and services for social adaptation and integration of children with disabilities are established by the Russian government.
The purchase of permitted goods needs to be evidenced with sale and purchase agreements, sales receipts or cashier’s checks confirming payment for these goods. The availability of the purchased good is evidenced with the verification certificate of the authorized executive agency of a Russian constituent operating in the field of social services.
The purchase of services for children with disabilities needs to be evidenced with related agreements concluded either with an organization or a sole proprietor in line with the procedure established by law.
It is possible to invest maternity capital in social adaptation of adopted children with disabilities.
The Pension Fund of Russia will be accepting applications with evidencing documents from state certificate holders after the Russian government approves the relevant list of goods and services for social adaptation and integration of children with disabilities and regulations for investing maternity capital in their procurement.
