It is now possible to receive a free parking permit for the vehicle transporting a disabled person or child online. The relevant amendments to the Federal Law on Social Protection of Disabled Persons in the Russian Federation took effect on July 1, 2020, as one more step to increase the accessibility of public and municipal services for disabled persons.
Same as before, the application can be filed in the personal account section of the Public Services Portal by indicating the license number, the brand and the model of the car to be used for traveling. There is no need to confirm the right to free parking, as all necessary information is already provided by the Federal Register of Disabled Persons operated by the Russian Pension Fund. It is also possible to file the application in the disabled person’s account on the website of the Federal Register of Disabled Persons or directly in a multifunctional center. Applications are not accepted by client services of the Pension Fund. Information about the car to be used for travelling will appear in the register only after being put into the system by any of the aforesaid methods.
The free parking permit is issued for a car driven by a person with disability of the first or second group or transporting such a person, including a disabled child. Also free parking is allowed for persons with third-group disabilities with a limited locomotive function.
Amendments to the law limited the issuance of the free parking permit to one vehicle only.
If necessary, a person can update the vehicle information by filing another application; the latest information put into the system of the Federal Register of Disabled Persons will be viewed as relevant. The information appears in the register within 15 minutes. So, it is possible to enter even the license number of the taxi which transports a disabled person around the city so that the taxi could park in areas assigned for disabled persons without running the risk of fine.
The information available in the register is valid throughout the country, unlike it was in the earlier period when every constituent territory had its own database of cars with benefits. Now a car listed in the Federal Register can use the assigned parking areas in any region. Authorities of all constituent territories, which determine the number of preferential parking space in public areas, will have access to the register.
Information about citizens who received the “disabled person” symbol through July 1, 2020, will stay in the register until the end of this year. They will be entitled to free parking using the symbol over that period. Starting on January 1, 2021, the right to free parking will be verified only with the Federal Register of Disabled Persons.
Please be advised that the temporary procedure attesting a person’s disability is in effect from March 1 till October 1, 2020. The entire procedure is based on documents from medical institutions, and a disabled person does not need to visit a medical-social examination bureau. The disability period is extended remotely.
