From March 1, 2023, to February 29, 2024, a transitional period is in effect in the new regions, during which citizens may apply for Russian pensions at any time. In such cases, payments will be assigned retroactively from March 1, 2023, but not earlier than the date the individual became eligible. If the recalculated pension amount is lower than the previous one, a supplement will be added to maintain the prior level of social support.
Reassignment of pensions under Russian legislation is available to those who permanently resided in the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson regions at the time of their incorporation into Russia, or during an earlier period defined by law for each constituent entity, and who have obtained Russian citizenship. If documents confirming pension eligibility have been lost, interdepartmental commissions on labor, pension, and social rights will provide assistance. These commissions will verify employment history and earnings considered when determining a pension, and will also establish the grounds for receiving social benefits.
Citizens may receive state support even if they have relocated to other Russian regions. For consultations, they should contact the nearest Social Fund branch or multifunctional center (MFC) at their current place of residence.
