Since the reunification of the new constituent entities with Russia, the Social Fund has promptly established full-scale support services for residents. By the beginning of 2024, all Fund services were fully available to residents of the Lugansk and Donetsk People's Republics, as well as the Zaporozhye and Kherson regions.
Throughout the year, more than 1.5 million people received pension payments under federal legislation, and over 152,000 continued to receive regional pensions. Notably, pension amounts in the new regions increased significantly after reassessment.
The Social Fund places special emphasis on support measures for parents with children. Maternity capital helps residents of the four constituent entities address complex and costly needs such as improving housing conditions and funding children's education. Over the year, the Fund issued more than 35,000 certificates and processed nearly 14,000 applications for the use of funds. Additionally, the Social Fund provided lump-sum and monthly child benefits to 5,100 families.
For low-income families in the new regions, the Fund pays a unified benefit. It is available to parents of children under 17 and to pregnant women. Eligibility is determined based on the family's financial situation. Over the year, the Social Fund provided the unified benefit to parents of 208,900 children and to 5,600 pregnant women in the new constituent entities.
Veterans and people with special needs receive special attention from the state. They are eligible for special support measures. Persons with disabilities, veterans of the Great Patriotic War, combat veterans and their families, and victims of radiation disasters receive monthly cash payments (MCP) from the Social Fund. In 2024, approximately 310,000 people in the new constituent entities received this benefit.
Healthcare workers receive special social payments established by the Government of Russia. Over the year, more than 31,000 healthcare professionals in the new regions received these payments. The transition to electronic sick leave certificates continues in the new regions. These certificates have been used in Russia for several years and significantly simplify interactions between doctors, patients, and employers. Residents of the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson regions are now beginning to experience the benefits of this system. The Social Fund paid for more than 466,000 electronic sick leave certificates, including over 127,000 since the beginning of the year. The system of mandatory insurance for industrial accidents and occupational diseases is also developing in the new regions. Over the year, the Social Fund made payments to nearly 72,000 workers injured on the job. Around 1,000 people received rehabilitation at health resorts.
The "I’m in Russia" service continues to operate on the State Services portal for residents of the new regions. It provides access to information and allows users to apply for necessary documents and benefits electronically. This includes more than 20 services of the Social Fund, such as assignment and payment of pensions, the unified benefit for children and pregnant women, maternity capital fund management, service notifications, statements of pension size and SFR payments, and much more.
