The Social Fund Assigns Unified Benefits to Residents of Certain Border Areas Under a Simplified Procedure

Now families can apply for payments even if their income is above or below the allowable threshold, provided that able-bodied family members are unemployed and registered with the employment center. These benefit concessions for assigning the unified benefit are granted to residents of certain localities in the border regions of the Russian Federation until the end of this year, in accordance with a new government resolution.

Currently, to receive the unified benefit, each able-bodied family member should have an income of no less than RUB 89,760 (4 minimum wages) during the assessment period. For families from the border areas, in which no one is employed and all are recognized as unemployed at the time of applying for the unified benefit, this requirement will not apply in 2025. They may also exceed the maximum income threshold that normally allows for benefit eligibility.

"Our task is to ensure that assistance arrives on time, without unnecessary bureaucratic barriers. The introduction of a simplified procedure for assigning the unified benefit to border residents will allow us to provide support more quickly to those who need it most," said Sergey Chirkov, Chairman of the Social Fund.

"Many homes and buildings in border settlements today are destroyed or damaged due to combat operations. Therefore, another concession for border residents is the cancellation of the need assessment based on such property. If a family exceeds the property threshold due to real estate located in the border area, they will not be denied the benefit," emphasized the Chairman.

Families from affected localities will also not be denied if they exceed the limit for movable property. For example, owning more than one car, motorcycle, boat, or tractor. According to current rules, owning multiple vehicles of the same type is grounds for denial of the benefit.

It is important to note that the unified benefit for residents of border settlements is assigned for 6 months. The standard payment period, according to current rules, is one year. In the last month of the benefit period, parents have the right to contact the Social Fund to extend the payments.

Preferential assignment of the unified benefit, according to the adopted government resolution, applies to residents of certain localities in the Kursk, Belgorod, Bryansk, Voronezh, and Rostov regions, as well as the city of Sevastopol, the Republic of Crimea, and the Krasnodar Territory. Authorities in these regions independently determine the affected areas whose residents are subject to temporary relocation.

For applications submitted from March 7 of this year (the date the resolution came into force), decisions are made taking into account the listed provisions.
