At today's meeting of the Social Fund Board, the implementation of a unified digital platform in the social sector and innovations in insurance against industrial injuries and occupational diseases were also discussed.
Deputy Chair of the Social Fund Marina Semyonova spoke about changes in pension legislation for mothers of large families. According to her, a draft bill has been prepared that would allow childcare for all children to be counted toward work experience without limitations. Under current regulations, a maximum of six years, or care for four children, counts toward length of service. The draft also proposes assigning pension coefficients for each child, including the fifth, sixth, and all subsequent children.
Additionally, the draft law includes a provision equating "hero mothers" to Heroes of Labor. These are women who have given birth to or adopted and raised 10 or more children. Such mothers will receive a monthly cash payment, currently set at RUB 72,000.
Evgeniya Sapronova, Head of the Social Fund's Department for Organizing Rehabilitation Centers and Sanatorium Treatment, briefed participants on the treatment of special military operation participants at SFR centers.
According to the data presented, more than 7,700 veterans have undergone or are undergoing treatment at Fund-affiliated institutions. A total of 17,000 servicemen are expected to receive health recovery services this year. SFR centers are equipped with high-quality medical equipment. In June, SFR Chairman Sergey Chirkov signed an agreement with Tatarstan Head Rustam Minnikhanov to open a new rehabilitation center "Zabota" in Bugulma.
The possibility of establishing prosthetic and orthopedic rooms at the Social Fund's rehabilitation centers is also being explored. A pilot project is already operating in Tyumen at the Fund's "Taraskul" center.
Ramil Davletchin, Head of the SFR Department for Occupational Risk Insurance, presented a list of proposed amendments to legislation to the meeting participants on insurance against industrial accidents and occupational diseases.
As noted in his report, the proposals include introducing a mechanism for automatic assignment of lump-sum and monthly insurance payments to citizens, as well as allowances for specialized medical care. The ultimate goal is to reduce the burden on citizens by enabling access to all necessary documents through interdepartmental interaction and data available to the insurer. The proposed changes also aim to shorten the time required to assign these payments.
The Board also reviewed issues related to the implementation of a centralized digital platform in the social sector, monitoring the quality of SFR services, and the execution of the maternity capital program. Board members participating in the meeting presented proposals on the topics discussed.
As a reminder, the Social Fund Board is a collegial governing body. In addition to Fund management, it includes representatives from the Ministry of Labor, Ministry of Finance, Bank of Russia, State Duma, and Federation Council. Representatives of professional and public organizations also serve on the board. Meetings are held several times a year to discuss current issues and tasks facing the Social Fund.
