Three Years Together: On the Work of the Social Fund in Donbas and Novorossiya in 2025

Since the reunification of the historical regions with Russia, the Social Fund has promptly established support services for residents. Special attention has been given to families with children. Maternity capital helps residents solve such tasks as improving housing conditions and educating children. This year, the Social Fund issued more than 20,000 certificates to parents and approved over 18,000 applications for fund usage. In total, the number of maternity capital certificates issued to families from the new regions has already exceeded 128,000.

Since the beginning of the year, the Social Fund has also provided temporary disability and maternity insurance payments to 368,000 people. Another 4,000 families were provided with lump-sum and monthly child benefits.

For low-income families in the new regions, the Fund pays the unified benefit. It is available to parents of children under 17 and to pregnant women. Eligibility is determined based on the family's financial situation. Since January, the Fund has paid the unified benefit to parents of more than 239,000 children and over 5,000 pregnant women. Most of them received payments this year.

Special attention is given to veterans and people with special needs. Special support measures apply to them under federal law. People with disabilities, veterans of the Great Patriotic War, combat veterans and their families, as well as victims of radiation disasters receive corresponding social payments from the Fund. In the new regions, these payments were made to more than 347,000 people this year.

Three years ago, in our historical territories of Donbas and Novorossiya, it became necessary almost simultaneously to establish a system of social insurance and social support measures. This required the involvement of literally all branches of the Fund. The entire country helped, as the saying goes. Specialists from the branches provided comprehensive assistance to their colleagues: they went on business trips and conducted training sessions on working with information systems, helped to understand the nuances of regulatory procedures, and reinforced teams handling citizen services. In total, more than 840 business trips were organized to provide methodological, technical, and consultative support to colleagues. In total, the Fund sent 5,200 specialists to the new regions. Three Fund employees who went to provide assistance in the new subjects, tragically died under shellfire while performing their official duties. We mourn and constantly remember them. And we are grateful to all colleagues who made their invaluable contribution to the large and complex work of the Fund in our historical regions.

Pensions under federal legislation have already been assigned to 1.6 million people in the new constituent entities. Nearly 100,000 more people receive regional pension payments. It is important that after assignment and reassessment, the size of pensions in the new regions has significantly increased. Russian pensions are on average 86% higher than those citizens received previously.

The Fund provides special social payments to medical workers, established by the Government of the Russian Federation. More than 30,000 medical workers from Donbas and Novorossiya have received such payments. The transition to electronic sick leave certificates also continues in the new constituent entities. These certificates have been used in Russia for several years and significantly simplify interactions between doctors, patients, and employers. Residents of the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson regions are now beginning to experience the benefits of this system. In total, the Social Fund has paid for approximately 760,000 electronic sick leave certificates, including more than 278,000 certificates since the beginning of the current year.

The system of mandatory insurance against industrial accidents and occupational diseases is also developing in the new regions. Over the year, the Social Fund made payments to nearly 70,000 workers who sustained injuries or illnesses. Around one thousand people underwent rehabilitation in health resort institutions.

The "I’m in Russia" service continues to operate on the State Services portal for residents of the new regions. It provides access to information and allows users to apply for necessary documents and benefits electronically. This includes more than 42 services of the Social Fund, such as assignment and payment of pensions, the unified benefit for children and pregnant women, maternity capital fund management, information about service provision, data on the size of pensions and payments from the Social Fund, and much more.

In the Donetsk and Lugansk People's Republics, as well as the Zaporozhye and Kherson regions 100 client service offices of the Social Fund have been opened, which are always ready to receive citizens and provide them with necessary services. Since the beginning of the year, residents have received 715,500 services, and total expenditures on social support have exceeded RUB 359.9 billion. In total, more than 2.3 million social payments have been provided to citizens in the new constituent entities in 2025.
