Retired former miners and pilots got an extra pension supplement in October 2025.
The Social Fund of Russia pays a monthly pension supplement to those groups of retirees, in addition to their normal insurance pensions. Relevant federal laws assign the supplement to those who used to work in harmful, hazardous, strenuous or arduous conditions.
It is financed by extra monthly contributions from employers to the Social Fund and paid to former workers retired from certain special jobs. For aviators, those jobs are pilot and flight engineer; for coal miners – digger, mine rescuer, mine construction worker, and some others found in relevant job lists.
The supplement amount is calculated for each retiree personally, based on work duration, personal salary and average national wage. In order to qualify for the supplement, miners must spend 25 years working subsurface and open-cut mining jobs (20 years for key jobs); pilots must have 25 years of service (20 years for women). The supplement is assigned only after the worker retires and starts receiving their regular pension: it is not paid while the pilot or the miner is still working.
The supplement amount is adjusted four times a year: contributions paid to the Social Fund by employers in Q1 (January – March) are counted while calculating the extra payment for May – July. Q2 contributions (April – June) are used for the period from August to October. Q3 contributions (July – September) are counted for November – January, Q4 contributions (October – December) – for February – April of the following year.
A thing to keep in mind here is that money disbursed by employers in a certain quarter can arrive to the Social Fund's account later and be recorded in the next quarter. That is why the supplement amount for the next three months may be adjusted.
The initial supplement amount for August – October 2025, for instance, was: RUB 3,877 for coal industry workers, RUB 24,468 for civil aviation pilots.
However, on September 16, 2025, the Government of the Russian Federation passed a resolution No.1421, instructing to account for employers contributions for April – June that arrived on the Social Fund accounts in July.
The Social Fund made the required adjustments up, establishing new supplement amounts: RUB 4,667 for coal industry workers (+ RUB790), RUB 27,104 for civil aviation pilots (+ RUB 2,636).
Extra amounts for August – October were paid in October 2025, together with the required additional social welfare amounts for October 2025.
In order to avoid adjustments, a draft bill has been prepared; it requires to record employers contributions at the moment they are made, not when the money actually arrives on the Social Fund's account. That way, all contributions will be counted for the closest payment period, thus avoiding supplement amount fluctuations.
