Sergey Chirkov: The Social Fund issued the 15,000,000th maternity capital certificate

Newborn twins brought the landmark certificate to a young family from Bryansk. Sergey Chirkov, Chairman of the Social Fund, met the parents in person to congratulate them on that wonderful occasion.

"It is important for us to provide assistance to families on time and without undue hassle. We have set up a system that issues maternity capital certificates automatically, so parents do not have to submit applications or any other papers," Head of the Fund said.

Over 580,000 certificates have been issued since the start of 2025 following that procedure. By November, the Social Fund approved over 1.5 million capital use requests submitted by families: 455,000 requested to use the funds on their children's education, while over 407,000 wanted to purchase housing. Monthly allowances for children under 3 years were remitted in response to 664,000 requests; 32,000 parents received the remainder of their maternity capital in the amount less than RUB 10,000. 8,300 parents used their funds to invest in contributory pension plans.

As Mr. Chirkov emphasized, the proactive approach has already become the social work standard.

"The maternity capital issue is the first social service in Russia that is completely application-free. Today, the Social Fund provides the absolute majority of its services proactively or online. That is the result of our systemic effort to digitalize the social work."

According to Head of the Social Fund, new Russian regions are a point of special focus. The proactive maternity capital system has been working successfully in Donbas and Novorossia since February 2025, with over 8,000 certificates issues already.
