Starting January 1, 2026, the pilot project's geography will expand from 6 to 22 Russian regions. The new project territories are: Belgorod, Bryansk, Voronezh, Kirov, Kostroma, Lipetsk, Nizhny Novgorod, Novosibirsk, Omsk, Penza, Tomsk and Yaroslavl regions, the Republic of Tatarstan, the Republic of Khakassia, the Chuvash Republic and Krasnodar Territory.
The program participants are children aged 4 to 17 (both ages inclusive) assigned the "disabled child" status for the first time. The services are provided via an electronic certificate that can be used to pay not only for a 21 day long rehabilitation, but also for related expenses: accommodation and meals for both the child and their accompanying person.
Electronic certificates are issued proactively. The parents do not have to apply for the person: the Fund's local offices provide it automatically based on information received from the medical and social assessment institution.
When the "disabled child" status is assigned for the first time, medical and social assessment institutions in the pilot regions evaluate the child's need for comprehensive rehabilitation services, establish a target rehabilitation group, and inform the parents about their choice of a rehabilitation organization – either within their region of residence or a federal institution. They also provide information on the list of organization, rehabilitation contents and the procedure of the electronic certificate use.
A certificate is linked to a Mir card belonging to the child's legal guardian. The right to rehabilitation shall be used within 12 months after the disability is assigned for the first time.
The Social Fund also provides travel support: after the certificate is issued, a parent can submit an application at a Social Fund client office to secure rail transportation to the rehabilitation site and back, or to reimburse expenses if they choose to use a personal car.
