Since the start of the special military operation in Ukraine, the Social Fund has been working extensively with veterans and their families to provide various types of support, from technical means of rehabilitation to pension benefits.
Servicemen participating in the special military operation receive insurance and government pensions from the Social Fund. A special pension entitlement recording procedure is used to assign them. For one year of combat action, a veteran receives two years of service record and double pension coefficients: 3.6 instead of 1.8.
Additionally, this year, pension guarantees for certain categories of special military operation veterans who have sustained disabilities were expanded. Starting in August, a government pension is granted to fighters of private military contractors and other organizations that assist the Armed Forces of the Russian Federation in carrying out tasks related to the special military operation. Depending on the disability group, the government pension ranges from RUB 15,400 to RUB 26,500.
Importantly, an SMO serviceman who has sustained a disability is entitled to two concurrent pensions: an age-related insurance pension and a government disability pension. On top of that, veterans can also apply for a supplementary monthly financial security and a monthly cash compensation. The amount of the latter depends on the assigned disability group and ranges from RUB 5,000 to RUB 24,800.
Combat veterans also receive a monthly supplement to their pensions, which today amounts to RUB 4,600. That amount covers compensation for social services: drugs, resort treatment, free travel on suburban commuter trains and long-distance travel to the place of treatment and back. Combat veterans can decline the compensation if they so choose and use those services instead or some of them.
Defenders' families are a point of the Social Fund's special focus. Servicemen's wives, in particular, can get the unified allowance for children under 17 under a simplified procedure from the Fund's offices. This year, it ranges from RUB 8,600 to RUB 17,200/month (on average across Russia). Pregnant wives of mobilized serviceman are entitled to a one-time payout of RUB 42,700. If a mobilized serviceman has a child, a monthly allowance of RUB 18,300 is paid for them.
If the procedure for receiving payouts and benefits requires a visit to the Social Fund, a special military operation serviceman or their family is provided with all required services in a single visit. A dedicated staff member is assigned to ensure that: to manage the document submission process and request records required to provide pensions and social benefits.
Disabled SMO veterans are entitled to receive technical means of rehabilitation from the Social Fund free of charge, including prosthetics, canes, wheelchairs, etc. Rehabilitation products are provided proactively using electronic certificates. The Fund tracks data provided by medical and social assessment institutions regarding the products prescribed to the veteran. On that basis and with the veteran's consent, the Fund staff issue an electronic certificate for the rehabilitation products.
And of course, if medically substantiated, all SMO veterans are guaranteed rehabilitation and resort treatment by the Social Fund. 12 centers managed by the Fund in various regions of the country provide the relevant services.
The Fund's healthcare centers feature modern diagnostic and rehabilitation equipment and can provide comprehensive care for a wide range of conditions, including the consequences of mine-blast and gunshot wounds, musculoskeletal injuries, traumatic brain injuries, cardiovascular conditions, etc.
The Fund is doing everything to make rehabilitation services as accessible as possible. SMO servicemen can apply for them either online or in person at any local office of the Social Fund, regardless of their actual place of residence.
