Parents are allowed to withdraw the funds if the unused amount is RUB 10,000 or less and use it as they see fit.
Since September 2024, when the Social Fund began paying out unused maternity capital balances, 176,000 parents have already received their money. That includes 35,000 mothers and fathers who applied to the fund last year.
In order to receive the payment, an application shall be submitted via the Gosuslugi Portal, at the Social Fund's customer offices or through multifunctional centers, specifying the bank account details for the transfer. The exact withdrawal amount does not have to be specified, however, as it is equal to the actual certificate balance on the day of the application.
The unused maternity capital remainder is paid out if its amount does not exceed RUB 10,000. That is, essentially, the key condition for this type of withdrawal. The Social Fund makes the unused funds available regardless of the child's age or the family's financial situation.
Certificate holders can always check the exact maternity capital balance in their personal account on the Gosuslugi Portal, as well as at the nearest Social Fund customer office or multifunctional center.
Since February 1, maternity capital stands at RUB 728,921.90 for the first child. A second child grants the family a supplement of RUB 234,321.27. If the right to maternity capital has not arisen before the birth of the second or any subsequent child, the family receives RUB 963,243.17.
