The benefit can be granted not only to the child's mother, but also to the father or any relative caring for them, or to a legal guardian. Working parents get the allowance along with the parental leave, while non-working parents have to apply to the Social Fund and submit a document package.
On top of an application, the parent submits the birth or adoption certificate for the child eligible for the allowance, as well as the birth certificates for previous children if the child in question is not their first one. A statement issued by the second parent's employer to affirm that they are not taking a parental leave and are not receiving the corresponding allowance will also be required. If the second parent is not employed, the relevant statement from the Social Fund shall also be required.
The package of documents required for the allowance also includes an employment record (if available), a statement from the employment center supporting the absence of unemployment benefits and the account details for crediting the allowance.
Importantly, the allowance for non-working parents is assigned following a comprehensive financial status assessment covering the family's income and property.
An application for the allowance can be submitted via the Gosuslugi Portal or at the Social Fund's customer office or multifunctional center.
Non-working caregivers are entitled to a fixed allowance. From this February on, the minimum amount stands at RUB 10,837.20, and the maximum is RUB 83,021.20.
