Sergey Chirkov: Social Fund adjusted welfare and insurance payouts for Russians

Starting February 1, the Social Fund adjusted a number of social and insurance payouts received by millions of citizens. The funds were adjusted by 5.6%, and the increase was applied to all recipients automatically.

"Starting February 1, the Social Fund has adjusted a number of social payouts; in total, more than 40 types of various benefits and welfare programs," said Sergey Chirkov, Chairman of the Social Fund of Russia. "The most numerous category to receive increased payouts in February is monthly allowance recipients, including combat veterans, veterans of the Great Patriotic War, Heroes of Russia and Heroes of Labor, as well as disabled individuals, Chernobyl disaster survivors, and others."

Following the adjustment, the monthly cash allowance for individuals with disabilities rose to between RUB 3,500 and RUB 6,200, depending on the assigned disability group. The allowance for Great Patriotic War participants reached RUB 6,600. The monthly allowance for Heroes of Labor reached RUB 76,500 after the adjustment, while for Heroes of Russia and the USSR, it exceeded RUB 103,000/month.

The second major group of adjustment recipients is families with children. Benefits like maternity capital, payouts on birth or adoption of children, as well as welfare received by the wives of conscripts, including mobilized SMO servicemen, have been increased for them.

The Social Fund adjusted maternity capital for families who have not yet used any of it. Following the adjustment, the amount paid for the first child increased by RUB 37,000, while the maternity capital for the second child grew by RUB 51,000.

As a result, starting in February, the amount paid on the first child will be nearly RUB 729,000, while the adjusted maternity capital for two children will grow to RUB 963,000. The supplement for the second child has exceeded RUB 234,000. By the time parents decide how to use their money, they will already have the adjusted amounts at their disposal.

The increase also applies to parents caring for disabled children. Thanks to amendments to the law, this allowance began to be adjusted last year. The second hike took place this year: The allowance used to be RUB 10,000/month, yet this February it has increased to RUB 11,563.

"In the course the adjustment process, various groups of people receive a proportionate increase in their payments, regardless of the circumstances their benefits were granted for: disability, childbirth, participation in combat operations, etc.," said Mr. Chirkov. "This is not just a technical adjustment of payments, but a social policy system focused on supporting the population."

Along with social welfare, certain amounts of social insurance payments were also adjusted in February, such as payouts for employees suffering from workplace injuries or occupational diseases.

The maximum lump sum payment for a workplace incident will exceed RUB 163,600 after the adjustment. The maximum sick leave pay for an insured event of that sort or an occupational disease will be RUB 503,000. The maximum compensation for the loss of working capacity caused by injury or illness will amount to RUB 125,800/month.

According to Sergey Chirkov, all payments are adjusted automatically; recipient do not need to visit any offices or submit any applications. "The Social Fund effected the increase in a social treasury mode," Head of the Fund pointed out. "The adjusted payments will arrive according to the usual delivery schedule starting February 3 via banks and post offices."

Mr. Chirkov also added that on February 3, parents are going to receive adjusted unified allowances. for the month of January, which were increased at the beginning of the year following the subsistence rate change. Under current rules, the allowance is paid in the new month for the preceding one.
