Today, on April 15, the Agreement on Information Interaction between the Central Election Commission (CEC) of Russia and the Social Fund of Russia took place at the CEC premises. The document was signed by the Chairman of the Social Fund, Sergey Chirkov, and the Chair of the CEC of the Russian Federation, Ella Pamfilova.
The agreement is focused on creating better conditions for disabled individuals to freely exercise their constitutional voting rights.
Sergey Chirkov, Chairman of the Social Fund of Russia, pointed out that the Social Fund has a special mission, namely, accompanying individuals throughout their entire lives. And, doubtlessly, one of the most sensitive and important groups for the Social Fund are people with disabilities.
"The agreement we signed today is not just a formal document on interagency exchange. It is a tool that will remove barriers for people with health limitations. It is particularly important for us that there is a special group among those voters: our heroes, servicemen of the special military operation. They sacrificed their health to defend the security and sovereignty of our country, and they deserve the opportunity to influence the quality of governance in their region. As the operator of the Unified Digital Social Platform and the owner of the combat veterans register, the Social Fund is very mindful of their comprehensive support, including rehabilitation. Now, we are setting up conditions to make voting as easy as possible for them," says out Sergey Chirkov, Head of the Social Fund.
The Chairman of the Social Fund states that the Social Fund will provide the CEC with anonymized headcount broken down by disability group and in a detailed territorial dispersion. The transmitted information is exclusively statistical in nature and does not contain citizens' last names or any other personal data.
That information will allow election commissions to assess the need for setting up an accessible environment at polling stations in advance, as well as to make decisions on organizing mobile voting for individuals with mobility issues. The interaction will be using data from the State Information System Unified Digital Platform.
