Digitalization allows the Fund's clients to receive the services online. For that reason, Russians are increasingly less likely to apply for physical payment statements or personal account data on paper. Over the past year, the number of certificates requested to be issued on paper decreased by nearly 50%: in the first quarter of 2025, over 290,500 paper documents were issued, and by the end of the fourth quarter, their number decreased to 150,000.
The paper format continues to shrink this year as well. During the first three months of 2026, the Social Fund issued 30% fewer physical certificates compared to the final quarter of last year.
Obtaining statements from a pension account or an employment record, as well as certificates of assigned benefits, is one of the Social Fund's most popular information services. The fund provides retirees and pre-retirees with information confirming welfare assignment and the right to benefits. Working Russians request data on pension coefficients, work duration and employer contributions. Families ask for statements to check the remaining balance of their maternity capital in order to plan further use of its funds. The absolute majority of such requests come to the Fund via electronic channels, as this is faster and simpler compared to requesting a paper document.
The convenience of electronic statements is also confirmed by the client experience-based ratings Russians leave on the Gosuslugi Portal. Since the launch of the best service ranking, the Social Fund's online services have consistently occupied leading positions. In 2023, the service for providing certificates on the fund's payments for a period took first place. Second and third places were occupied by the statement on the remaining balance of maternity capital and the statement on assigned pensions and welfare payments, respectively. In 2024, the Social Fund once again became the best on the portal with its service for providing information on the pension size and payments for a period. A statement from the employment record entered the Gosuslugi Portal top 3 in 2025.
