Support is provided for each hired worker to compensate for a portion of their salary and insurance contribution expenses. The subsidy amount is based on the minimum wage and the contributions paid toward pension, medical insurance, sick and maternity leaves.
In total, starting from 2025, the Social Fund has remitted nearly RUB 143 million for the program. Over 1,000 employers have received their funding. The program finances hiring disabled individuals, parents of large families, parents of disabled children, as well as SMO veterans and certain other citizens.
The subsidized hiring program is part of the Personnel national project. It provides support for legal entities, non-profit organizations and individual entrepreneurs that were registered before 2026 and do not have debts regarding employee payments, as well as fines, taxes or other fees owed to the state.
Employers receive financing in three stages. The first payment arrives one month after hiring the job seeker, the second - after three months, and the third - after six months.
In order to get the funding, a company needs to apply to an employment center via the Work in Russia portal to select candidates for the available vacancies. In a month after hiring, an application is submitted through the insured's account on the Social Fund website. Within ten days, the Fund verifies the company and the new employees, as well as their salaries, and pays the first part of the subsidy. The rest of the subsidy is paid automatically
