Parents receive a corresponding notice after each utilization of funds, for example, after paying for a university dormitory or tutoring sessions. These notifications help certificate holders better monitor allocation of their government-provided benefits and plan the further use of their maternity capital. In total, the Social Fund has sent 620,000 notices since January.
The message that arrives in the personal account on the Gosuslugi Portal tells parents the amount spent on the latest transaction, when the application for the transfer of capital was submitted, and the balance of the certificate. Families receiving a monthly allowance for children under 3 from their maternity capital can also use the notification to track the total amount received over the entire period.
The maternity capital program is constantly updated, which makes managing the funds simpler and more convenient. Last year, the timeframe for maternity capital disposal was reduced by half, from ten to five business days. Parents also have electronic tools available to them across all areas covered by the program. For these reasons, the bulk of maternity capital disposals today take place online, including for purposes that involve an extended verification of a family's eligibility to use the funds. The certificate itself is issued proactively, strictly based on the fact of a child's birth, without any applications from the parents.
