Chairman of the Social Fund of Russia, Sergey Chirkov, reported to Prime Minister Mikhail Mishustin on how social welfare work is structured, readiness to provide new benefits for families with children, and assistance to SMO servicemen.
Head of the Social Fund emphasized that over the past year, all welfare entitlements were fulfilled in full and on time.
"The fund's budget across all types of social insurance and other areas grew 1.5 times compared to the first year of the Social Fund's operation," Mr. Chirkov said, "while previously our spending amounted to RUB 13 trillion, now they already stand at 19 trillion. On business days, the Fund remits RUB 52 million per minute toward payments to citizens."
Benefit amounts grow annually. The maximum amount of maternity allowances has increased 2.5 times during the time of the Social Fund's operation and reached nearly RUB 1 million.
The social welfare system is expanding, and the conditions for its provision are improving. Since last year, for instance, we have been providing female students with a maternity allowance which grew more than 4 times following legislative changes and now stands at nearly RUB 100,000. For self-employed citizens who have joined the insurance system, temporary disability benefits are available starting this year.
Today, the Fund administers 121 welfare benefits.
"Federal measures have been transitioned to the social treasury format," reported Sergey Chirkov, "we provide more than 320 million services per year, 95% of which are electronic applications and digital forms. 85% of payouts are assigned following a single application, without requesting any documents from the applicant."
Head of the Social Fund also spoke about the consistent reduction in the timeframes for service delivery and the application-free format. This year, the Social Fund makes decisions on assigning benefits in an average of 4.5 days instead of 10, and many payouts, such as disability benefits, temporary disability allowances, etc., are granted without an application. According to him, since the establishment of the Fund, the number of application-free services has increased nearly twofold.
Speaking on support for families with children, Chairman of the Social Fund stated that to preserve the right to the unified allowance for parents of large families with an income surplus, his employees are proactively reviewing previously issued denials, taking into account the changes that have come into force.
"We are reviewing the allowance amounts and denials issued since January 1, 2026. According to our assessment, the new standard will improve the situation for 230,000 children over the course of the year," Head of the Social Fund shared.
There was also a law amendment according to which all children of a woman with a large family are now factored in when assigning a pension.
"In January, we proactively reviewed the pensions of all women who were already receiving them, factoring in all children who had previously not been considered. We found such 405,000 women. We also identified 1,100 women who had not previously received the higher pension," stated the Chairman of the Social Fund.
Support for SMO participants and their families was a point of focus at the meeting. Sergey Chirkov informed the Prime Minister that a system of personal mentorship for SMO veterans has been set up by the Fund.
"We assign about 30 welfare benefits to our veterans and their family members," Mr. Chirkov said, "the most widespread benefit is assigned while combat operations are still ongoing and the guys are still serving: the monthly allowance. We assign it proactively, based on Ministry of Defense data, also with no application required."
"Last year, we implemented two important legislative innovations that improve the situation for our heroes. The first is disability pensions for volunteers and militia fighters. The second is temporary disability allowances for those who came back from the frontlines but have not yet returned to their previous jobs," said Sergey Chirkov.
The head of the agency named the rehabilitation of SMO servicemen who have returned from the frontlines as an important project for the Social Fund.
"We have been running this project since last year, and in 2025, we provided health recovery services to 19,000 of our defenders," revealed Sergey Chirkov, "this year, we expect to provide health recovery services to 22,000 servicemen, 8,000 of whom have already completed their treatment."
According to the data he provided, 93% of the fighters rate their treatment at the Social Fund's centers positively.
"Starting this year, servicemen can also travel to our rehabilitation centers with their companions. We expect that around 4,000 people will arrive with their relatives or loved ones. We are also covering all corresponding expenses," Mr. Chirkov said.
He added that now, the Social Fund not only reimburses travel costs but also provides free return tickets to the rehabilitation site.
Concluding his report, the Chairman emphasized that this multi-faceted work requires clear coordination. To this end, the Social Fund has created and maintains the SMO Veterans Register for colleagues from the Defenders of the Fatherland Foundation, filling in shared information, including the assigned welfare measures.
