Sergey Chirkov, Chairman of the Social Fund of Russia, and Aleksandr Brechalov, Head of the Udmurt Republic, have signed a cooperation agreement designed to improve interaction mechanisms in key areas of social policy and combine the best federal and regional practices.
"The agreement gives us a real opportunity to improve the lives of many Udmurtia residents and bring the Fund's effective competencies to the regional level. This is especially pertinent for issues such as automating payouts and services, simplifying procedures for obtaining assistance, and creating uniform service standards,' stated Sergey Chirkov.
Head of the Social Fund noted that the Fund is shaping its services into an easy-to-understand system with transparent rules, including the powers transferred to the Fund from regional authorities. Since 2026, the functions for paying regional pension supplements have shifted to the Social Fund. Preparations are also underway to transfer the annual payout for honored donors and benefits for individuals suffering from post-vaccination complications from the republic to the federal level. In total, the Fund has already assumed responsibility for 72 different benefits from regions and other agencies.
Aleksandr Brechalov emphasized the importance of partnering with the federal fund to implement welfare initiatives in the region: "Almost every resident in Udmurtia receives services from the Social Fund,"said Head of the Republic. This agreement creates a solid foundation for the coordinated work of all agencies, ensuring that every family can receive their benefits fully and on time, without unnecessary paperwork or queues. Why is this important right now? As you know, the regional branch of the Social Fund of Russia began accepting applications for the new family payout for parents of two or more children this month. We hope it will become just as popular and reliable a financial pillar as the unified allowance, which is currently received by parents of more than 81,000 children in Udmurtia."
"The agreement covers virtually all aspects of social welfare in the region. As part of this cooperation, plans are in place to develop operations for granting and paying pensions and benefits, upgrade the assignment of insurance measures, improve service quality and introduce modern digital services for private individuals and businesses. Support for families with children, special military operation veterans and disabled individuals is a point of special focus.
A separate focus area for the agreement is the proactive delivery of services and expanding their accessibility for the republic's residents. The parties agreed to regularly share experience in this field to enhance the performance of welfare agencies and ensure higher quality service.
Andrey Isaev, Deputy Leader of the United Russia faction the Udmurt Republic representative in the State Duma, also attended the signing ceremony.
