Sergey Chirkov, Chairman of the Social Fund of Russia, took part in the 11th National Forum of Public Labour Inspectors. The event took place today in Moscow with Minister of Labour Anton Kotyakov attending and was focused on issues of government supervision of labour. The winners of the competition for best labour inspectors were also awarded there.
Speaking to the forum participants, Sergey Chirkov noted that the Social Fund and Rostrud (The Federal Service for Labour and Employment) share years of fruitful cooperation aimed at preventing industrial injuries and creating safe conditions at Russian companies. According to Head of the Social Fund, labour protection issues are perceived by companies today not as a formal requirement, but as a crucial part of sustainable operations.
"Employers' investments in providing workers with personal protective equipment, health checkups, special assessments of working conditions, and other measures are steadily growing," he said. "Over the past decade, the Social Fund's financing for preventive measures has increased 3.5 times. Intact health of workers and prevented accidents are behind those numbers."
As previously noted, at the end of last year, the Social Fund compensated enterprises nearly RUB 35 billion for occupational safety measures. Further growth is expected for this year – to more than RUB 42 billion. Thanks to that effort, the industrial injury rate has decreased by almost 26% over the last 10 years, Sergey Chirkov emphasized.
Head of the Social Fund also highlighted ensuring the accuracy and timeliness of data submitted by employers as an important area of the Fund's interactions with Rostrud. Today, the Social Fund provides Rostrud with analytical data on all working citizens, broken down by every enterprise in the country. This is a virtually complete cross-section of data regarding employers' compliance with deadlines, as well as the completeness and accuracy of the data they provide.
"The scale of this work is impressive," Mr. Chirkov said, "in 2025, the Social Fund transferred information regarding 7 million instances of violations involving 767,000 employers. In the current year, as of May 1, 1.6 million instances of violations involving approximately 350,000 employers have already been transferred."
According to Head of the Social Fund, the joint effort with Rostrud in this area directly impact the strengthening of the insureds' discipline and the protection of labour rights in Russia.
