Social Fund: new family payout for working parents amounts to RUB 30,000 on average

After the first month of the new benefit being provided, its average amount stands at RUB 30,000. The amount received by parents varies in each case and depends on the income from which personal income tax was paid. The tax withheld at the standard rate of 13% or higher is recalculated at a preferential rate of 6%. The difference between the initial and final amounts is refunded, constituting the annual family payout.

The Social Fund began assigning it in June, with eligibility granted to parents raising two or more children, provided that the average family income does not exceed 150% subsistence rate. The payout amount is based on the personal income tax paid; furthermore, its total is not reduced by the amount of tax deductions for medical treatment, property or education. This allows for a higher amount to be granted.

The rules in force also allow both working parents to apply for the support. Divorce is not a reason to deny the payout. Nevertheless, a mandatory condition in such cases is the absence of any outstanding child support payments. Otherwise, the payout will not be granted.

Parents have four months to submit their applications: until October 1 this year. To determine eligibility for the funds, income and property assessment rules apply. Adoptive parents, guardians and trustees raising two or more children under the age of 18, or under 23 if the child is a full-time student, may also apply to the Social Fund for the payout.
