Over 15,000 disabled people received OSAGO compensations

15,700 Russians received their compensations for the compulsory motor third-party liability insurance (OSAGO) from the Social Fund in the first six months of 2026: 22.2% more than in the same period of the prior year.

The benefit stands at 50% of the OSAGO policy cost. It is payable to disabled citizens who require a vehicle due to medical indications. That requirement shall be stated in their bespoke rehabilitation and habilitation program. The benefit is assignment if the vehicle is to be driven by the disabled person and at most two other persons designated as the policy beneficiaries. The disabled person's legal representative can be one of the vehicle's drivers.

If the disabled person specified their SNILS number when acquiring the policy, they do not have to additionally apply for a compensation: the Social Fund pays it automatically, based on the available data. If no SNILS information has been provided, the disabled person themselves or their representative have to apply for it in one of the Social Fund's client offices or on the Public Services portal.

An application may be submitted at any time as long as the policy is valid, i.e. for one year after the issue date. The decision to pay a compensation is made by the Social Fund within 5 business days. If any extra documents are required, that deadline is extended by 5 extra business days.

The compensation of a half of the OSAGO cost to disabled individuals is provided by the law on compulsory motor vehicle insurance.
