Social Fund has provided nearly 1 billion services since inception

July 14 is the birthday of the Social Fund of Russia. The decree mandating creation of the Social Fund of Russia was signed four years ago. A unique system of comprehensive welfare support has been established in Russia in that time, encompassing 121 social benefits.

Since its inception, the Social Fund has provided nearly 1 billion services, 95% of them in the electronic or application-free format. Modern technologies help us predict citizens' needs at every stage of their lives and our support to them proactively.

"We started our long road to merging two major organizations into a single well-coordinated team in 2022. Our goal back then was ambitious: to create a consolidated, human-centric system of citizen welfare where benefits arrive on time, in a targeted manner and without excessive paperwork. In that time, we learned a lot and achieved major results. Today, people receive all their entitlements fully and on time," said Sergey Chirkov, Chairman of the Social Fund.

That effort resulted in millions of votes cast in the Popular Digital Services Ranking on the Unified Public Services Portal. Its users have left over 77 million reviews of the Fund's operations since 2023. Furthermore, the average Fund services satisfaction rating improved from 4.5 in 2023 to 4.7 presently.

The Fund's staff provide individuals and organizations with 321 million services daily. About 2,500 modern client offices across the country, including the historical regions, use the common service standard. The Fund's unified call centers have accepted 124.2 million calls since the merger, providing 552 million consultations.

Digitalization has become the Center's priority. All our services are available on the Public Services Portal: you can submit over 160 applications for various services there. The Unified Digital Social Platform is being established. Importantly, digitalization and modern technologies made it possible to synchronize payouts in a single contact point, making life easier for millions of Russians.

In those years, the Social Fund took charge of 72 welfare programs, previously administered by other departments.

On top of that, in 2025 the Fund assumed responsibility for another vital task: the special military operation veterans' rehabilitation. Presently, 12 rehabilitation centers under the Fund's control are servicing veterans across the country. 19,000 fighters already used those services to undergo treatment in 2025. 22,000 SMO veterans are expected to do the same in 2026.

Communication Centers for Seniors are also expanding their network under the Family national project. 999 of them are currently operating in 88 Russian regions. The centers were initially set up to arrange useful leisure activities for seniors, help them receive public services digitally and provide pension and social welfare-related advice. With time, they evolved into volunteer centers and veritable culture gravity points.
