In the second quarter of 2026, the Social Fund issued the first 148 electronic certificates for guide dog food. Their total worth is RUB 11.7 million.
Starting this march, each one of those certificates can be used to purchase up to RUB 83,900 worth of dog food. That amount will be adjusted to inflation every year on February 1. Guide dog owners will be able to purchase certain brands of dog food. Certificates will be valid for 12 months after issue.
No application is required; a certificate will be issued automatically once a positive decision is made regarding the guide dog feeding and veterinary care payments.
Prior to the certificate introduction, owners of guide dogs were entitled to payouts that used to cover food and veterinary care for their dogs. That payout still remains; today, it stands at RUB 39,951 per year.
