The Social Fund cut the average maternity capital disposal application time down to four business days. Under the current rules, an application submitted by the owner of a maternity capital certificate to dispose of the funds is approved within five business days. Thanks to the digitalization of services, the Fund's staff were able to make decisions on 99% of applications ahead of the specified deadline this year.
"Thanks to the comprehensive transformation of our service system, the Social Fund is steadily reducing the time needed to process applications," said Sergey Chirkov, Chairman of the Social Fund. Under the President's instructions, our staff members were able to halve the time needed to review parents' applications last year: from ten to five business days. We kept developing the expedited service format this year, and have already reduced the decision time by one extra day, to four days instead of five."
According to Sergey Chirkov,the majority of funds disposals now do not require parents to visit the Social Fund in person or submit any extra paperwork. An online application is enough to disburse the money for the specified purpose. As of now, the online format covers 85% maternity capital disposal applications the Fund receives; 87% of all decisions are based on the application only, without asking the family to provide any further data.
For reference, in the first six months of 2026, the Social Fund approved 702,000 maternity capital disposal applications. The total funds disbursed to satisfy those requests stand at RUB 241 billion.
As Sergey Chirkov said at the meeting with Mikhail Mishustin in May, the average time it takes the Social Fund to provide a service is 4.5 days. Before 2021, the review time for maternity capital disposal applications could be as long as a month.
