As of late July, the share of families with children receiving child allowances under the social treasury principles reached 98.6%. This figure exceeded the target set in the Family national project, under which such social support measures as maternity capital, unified allowance and other benefits are currently available in Russia. According to the national project, the share of families provided with support measures without excessive paperwork and applications is projected at 95.5% by the end of this year.
Surpassing the planned target of simplifying social assistance processing procedures ahead of schedule shows the growing accessibility of the Social Fund’s services. The increased share of proactive and accelerated payout approvals contributes not only to reducing the administrative burden on Russians, but also to raising the level of trust in state support measures. Families receive the needed assistance faster, and the risk of errors and delays in the payout approval process is significantly lower. Furthermore, the simplified procedures help extend support to those families who previously might have been unaware of their rights or faced difficulties when applying for benefits.
As a reminder, the social treasury principle contemplates that parents do not need to take additional steps for receiving services and payments, as the Social Fund proactively renders assistance in providing eligible benefits and allowances on the basis of data available in its information systems. Support given based on the submission of one application also considerably simplifies the process, since the family only has to submit a minimal package of documents, while all the necessary information is requested through interdepartmental interaction. This approach minimizes the involvement of parents in collecting required documents and speeds up the receipt of payments.
The Family Support federal project has been part of the Family national project since 2025 and is aimed at helping Russians in the crucial moments of their lives as parents. Under the project, families can improve their housing conditions and pay for their child's education using maternity capital. Low-income parents receive a unified allowance, and starting this year working mothers and fathers can also benefit from an annual family payout meant to reduce the tax burden on families with two or more children.
