Social Fund includes periods of care for elderly and disabled into pension accounts of 460,000 people

Over the first half of the year, the Social Fund has updated 460,000 pension accounts with information about care provided to people with disabilities and individuals aged 80 or older. Such periods of care count towards the caregivers’ employment record and increase their pension coefficients, the sum of which determines the amount of their future pension. A full year of caregiving yields a 1.8 coefficient and a year of employment.

In order to have this information recorded, the caregiver has to submit an application to the Social Fund. If the incapacitated relative or loved one lives separately, their written confirmation of the care provided will also be required.

It is important to note that starting next year the verification of caregiving periods will be subject to several changes previously prepared by the government. First of all, information about care will have to be submitted before it starts, rather than after afterwards, as it is currently required under existing rules. Additionally, written consent to receive care will be required, regardless of whether the caregiver and the care recipient live together or separately.

Moreover, by the end of next year Russians will need to register any care given during 2026 or earlier in order for it to be recorded for pension calculation purposes. Starting in 2028, it will no longer be possible to confirm caregiving periods that occurred prior to 2027.
